But why was it proposed? The 2 initiatives were proposed by the Centre and both were rejected by the Federal Council.<\/p><p>The AHV initiative aims to <strong>rebalance<\/strong> the situation between married and cohabiting couples. As with <strong>taxes<\/strong>married couples are penalized because they receive the maximum <strong>150%<\/strong> of the maximum individual pension, while cohabitants can each receive a full individual pension.<strong> (200%)<\/strong>.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1a1e461c elementor-widget elementor-widget-heading\" data-id=\"1a1e461c\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">What were the objectives of this initiative?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-29f673f6 elementor-widget elementor-widget-text-editor\" data-id=\"29f673f6\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Several <strong>objectives<\/strong> were targeted by the Centre's initiative:<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-5d40a5ca elementor-widget elementor-widget-heading\" data-id=\"5d40a5ca\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">Abolition of the ceiling on AHV pensions<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1580d632 elementor-widget elementor-widget-text-editor\" data-id=\"1580d632\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>As its name suggests, the main aim of the initiative to remove the ceiling on AHV pensions for married couples was to get rid of the ceiling on AHV pensions for spouses.\u00a0<\/p><p>At present, married couples can only receive <strong>150%<\/strong> of the maximum pension, which corresponds to <strong>CHF 3,780<\/strong> maximum.\u00a0<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-3a2b6cc8 elementor-widget elementor-widget-heading\" data-id=\"3a2b6cc8\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">Put an end to the penalization of married couples<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-ccf6eaf elementor-widget elementor-widget-text-editor\" data-id=\"ccf6eaf\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Currently, married couples face a tax disadvantage compared to unmarried couples. Unmarried couples can receive 2 full individual pensions, i.e. up to <strong>200%<\/strong> of the maximum pension.<\/p><p>With these 2 annuities, a cohabiting couple can receive up to <strong>CHF 5,040<\/strong> (<strong>CHF 2520<\/strong> each). There is therefore a significant difference of CHF 1,260 between the pensions of married and unmarried couples. This difference has been the subject of much debate, leading to the proposed initiative to abolish the AHV capping.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-27befdc7 elementor-widget elementor-widget-heading\" data-id=\"27befdc7\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">Improved purchasing power for married pensioners<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4e683ab6 elementor-widget elementor-widget-text-editor\" data-id=\"4e683ab6\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>If the initiative had been accepted by the Federal Council, the amount of AHV pensions paid to married pensioners would have risen, which in turn would have increased the purchasing power of married couples during <a href=\"https:\/\/fidulex.ch\/en\/etirement-age-in-switzerland-issues-and-trends\/\"><strong>retirement<\/strong><\/a>.\u00a0<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-c5fdcd3 elementor-widget elementor-widget-heading\" data-id=\"c5fdcd3\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">Exemption from contributions for spouses not in gainful employment abolished<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-b474e90 elementor-widget elementor-widget-text-editor\" data-id=\"b474e90\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>The Centre's initiative also seeks to remove a subsidy for married couples in which one of the spouses does not work. At present, if one spouse does not work, he or she does not have to pay AHV contributions.<\/p><p>His or her share of contributions is then transferred to the working spouse, who must contribute at least <strong>2 times the minimum required.<\/strong> The initiative proposes to cancel this aid if the new pension law is not implemented within 3 years of its adoption.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1d59e42d elementor-widget elementor-widget-heading\" data-id=\"1d59e42d\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Why did the Federal Council oppose this initiative?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-406b46a2 elementor-widget elementor-widget-text-editor\" data-id=\"406b46a2\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>The rejection of the initiative to remove the ceiling on AHV pensions for married couples was rejected by the Federal Council for the following reasons <strong>following reasons:\u00a0<\/strong><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-5869733d elementor-widget elementor-widget-heading\" data-id=\"5869733d\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">Financial losses<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-35cb75d5 elementor-widget elementor-widget-text-editor\" data-id=\"35cb75d5\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>The Centre's initiative does not provide for a solution to compensate for the inevitable financial losses that will be incurred by the State. State expenditure on AHV would be between <strong><a href=\"https:\/\/www.bsv.admin.ch\/bsv\/fr\/home\/publications-et-services\/medieninformationen\/nsb-anzeigeseite-unter-aktuell.msg-id-104412.html\" target=\"_blank\" rel=\"noopener\">CHF 770 million in 2030 and CHF 870 million in 2035<\/a><\/strong>.<\/p><p>According to the Confederation, it would currently be impossible to cover these costs, particularly in view of the 13th AHV pension. If the initiative had been accepted, it could have led to increases in the <a href=\"https:\/\/fidulex.ch\/en\/vat-switzerland-the-complete-guide\/\"><strong>VAT<\/strong> <\/a>as well as <strong>contributions<\/strong>.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-2c8797fb elementor-widget elementor-widget-heading\" data-id=\"2c8797fb\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">Married couples already at an advantage<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-3cfc968a elementor-widget elementor-widget-text-editor\" data-id=\"3cfc968a\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Although the State recognizes the sense of injustice that results from the <strong>caps on AHV pensions<\/strong> for married couples, he believes that they already receive benefits that cohabiting couples do not:<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-6a7f08df elementor-icon-list--layout-traditional elementor-list-item-link-full_width elementor-widget elementor-widget-icon-list\" data-id=\"6a7f08df\" class=\"elementor-icon-list-items\">\n\t\t\t\t\t\t\t<li class=\"elementor-icon-list-item\">\n\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-icon-list-icon\">\n\t\t\t\t\t\t\t<svg class=\"elementor-icon-list-text\"><strong>Revenue sharing:<\/strong> Income earned during the marriage is shared equally between the spouses, which generally increases the pension of the spouse with the lower income. <\/span>\n\t\t\t\t\t\t\t\t\t<\/li>\n\t\t\t\t\t\t\t\t<li class=\"elementor-icon-list-item\">\n\t\t\t\t\t\t\t\t\t\t\t<span class=\"elementor-icon-list-icon\">\n\t\t\t\t\t\t\t<svg not.<\/span>\n\t\t\t\t\t\t\t\t\t<\/li>\n\t\t\t\t\t\t<\/ul>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4378151 elementor-widget elementor-widget-heading\" data-id=\"4378151\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">No improvement for low-income earners<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-daafad4 elementor-widget elementor-widget-text-editor\" data-id=\"daafad4\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>The initiative to remove the ceiling on AHV pensions would be particularly advantageous for married couples with high AHV incomes <strong>(over CHF 90,720)<\/strong> but would not change the situation for couples (married or not) with lower incomes.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-7e026028 elementor-widget elementor-widget-heading\" data-id=\"7e026028\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Maintaining the status quo<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1a2b9605 elementor-widget elementor-widget-text-editor\" data-id=\"1a2b9605\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Like the Centre's initiative on taxes for married couples, the Federal Council is opposed to changing the law on AHV pensions for married pensioners, without proposing an alternative.\u00a0<\/p><p>The Centre describes this decision as \"incomprehensible\" and points out that <strong>9 out of 10 retired couples<\/strong> are affected by this cap on AHV pensions, which the party sees as discrimination. Without an alternative project, the situation of retired married couples will remain the same.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-749ce8ac elementor-widget elementor-widget-heading\" data-id=\"749ce8ac\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div
